Is the world becoming less handicapped accessible?

Maybe it is just something that is happening in my area.  Maybe it is happening on a global scale.

I'm not sure really, but either way it is disturbing.

What is disturbing?

1.  Disappearing handicapped accessible parking spaces.
2.  Disappearing ramps onto curbs

In the past year my local mall has actually REMOVED handicapped accessible spaces from their parking lot.  There weren't enough spaces to begin with and now they took some away.

WTH?

At a strip mall near my house, the parking situation hasn't changed, but two ramps to the sidewalk have been removed.

Again, wth?

I hope this isn't some new trend of making the world less accessible, but I fear that it might be just that.
